Social Return on Investment of a Literacy and Numeracy Program in Ketapang Regency Indonesia

This study aims to evaluate the social and economic impact of the implementation of literacy and numeracy programs implemented by the KREASI Team in Ketapang Regency using the Social Return on Investment (SROI) approach. This program is designed to improve the quality of learning through strengthening teacher capacity, mentoring students who are left behind, and strengthening instructional leadership of school principals. The study used an evaluative approach with the SROI method to measure the value of social benefits resulting from program investments. The analysis was conducted on three main stakeholder groups, namely 478 teachers, 220 students who participated in the Catch-Up Club (CUC) program, and 37 principals in 40 target schools. The analysis process includes identifying changes that occur, monetizing impacts using financial proxies, and adjustments through SROI filters that include deadweight, attribution, displacement, and drop-off. The results of the study show that the program has a positive impact on improving teachers' pedagogical competence, students' basic literacy skills, and strengthening instructional leadership in schools. The program has also succeeded in reducing the basic illiteracy rate in students from 65% to 0% and improving high-level reasoning skills. The results of economic calculations show an SROI ratio of 2.03, which indicates that every Rp1 investment of the program is able to generate social benefits of Rp2.03.
