Transformasi Fungsi Negara: Telaah Ilmu Negara Terhadap Prinsip Good Governance dalam Pelayanan Publik Digital

Transformasi digital telah menjadi fenomena global yang mendorong negara-negara untuk mendefinisikan ulang fungsi administratif mereka. Artikel ini menganalisis bagaimana fungsi negara mengalami perubahan konseptual dan normatif dalam konteks digitalisasi, dengan menelaah relevansi prinsip good governance dalam pelayanan publik digital melalui pendekatan Ilmu Negara. Penelitian ini menggunakan metode yuridis normatif dengan pendekatan konseptual dan perundang-undangan, serta analisis deduktif dan interpretatif konstitusional. Hasil kajian menunjukkan bahwa prinsip transparansi, akuntabilitas, partisipasi, efektivitas, dan inklusivitas merupakan prasyarat normatif bagi legitimasi negara digital; namun masih terdapat kesenjangan implementatif dalam sistem seperti OSS dan SP4N-LAPOR! terutama terkait akuntabilitas algoritmik dan akses yang merata. Artikel ini merekomendasikan penguatan kerangka hukum terhadap perlindungan hak digital, audit akuntabilitas sistem otomatis, serta integrasi nilai demokrasi ke dalam desain layanan digital. Kontribusi teoretik terletak pada pengembangan konsep negara administratif digital berbasis prinsip good governance, sementara kontribusi praktisnya adalah penyusunan rekomendasi implementatif bagi pembuat kebijakan dalam menyelaraskan transformasi digital dengan prinsip negara hukum dan demokrasi substansial.
