Pesatnya perkembangan perusahaan digital (startup) telah meningkatkan pengolahan data pribadi sekaligus menimbulkan tantangan pelindungan data dalam aktivitas ekonomi digital lintas batas. Penelitian ini bertujuan menganalisis pengaturan pelindungan data pribadi bagi perusahaan digital (startup) di Indonesia dan Singapura serta mengkaji arah harmonisasinya berdasarkan Asia-Pacific Economic Cooperation (APEC) Privacy Framework. Penelitian ini menggunakan metode penelitian hukum normatif dengan pendekatan perundang-undangan, perbandingan, dan konseptual melalui studi kepustakaan. Hasil penelitian menunjukkan bahwa Indonesia dan Singapura telah mengadopsi prinsip-prinsip pelindungan data yang sejalan dengan APEC Privacy Framework, namun berbeda dalam efektivitas implementasi, kapasitas kelembagaan, dan mekanisme pengawasan. Indonesia masih menghadapi tantangan dalam penegakan hukum, pengawasan, dan kepatuhan organisasi, sedangkan Singapura menunjukkan implementasi yang lebih operasional melalui penguatan mekanisme accountability dan peran aktif Personal Data Protection Commission (PDPC). Penelitian ini menemukan bahwa harmonisasi pengaturan pelindungan data pribadi paling tepat dilakukan melalui model interoperabilitas sebagaimana dikembangkan dalam APEC Privacy Framework, sehingga mendukung penyelarasan standar pelindungan data tanpa menghilangkan karakteristik sistem hukum nasional masing-masing negara.
